RESULTS OF INTERREG LITHUANIA-POLAND PROGRAM’S SURVEY ON FUTURE COOPERATION

The online survey about new perspectives of the new 2021-2027 Lithuanian-Polish cooperation program was initiated by the Lithuanian and Polish authorities responsible for EU Interreg cross-border cooperation programme.  The aim of the launched survey was to get observations and suggestions from potential stakeholders on the future of the programme. In total the survey was answered by 53 respondents; of whom 47 % were Polish and 53% Lithuanian. The most active survey respondents were municipality employees, followed by public institutions. The most active regions were Alytus county and Ełcki subregion, 19 % of Lithuanian and Polish respondents were from these regions.

The survey showed that no one from the offered priorities as Social Europe; Greener, carbon free Europe; Safer and more secure Europe; Smarter Europe; Better connected Europe; Europe closer to citizens was named as the most important, however special objective - Education under the Social Europe was prioritized.

More than half of respondents think that current Programme territorial coverage is adequate for the new Programme with 13 percent of respondents thinking that the territory is too large, and 28 percent that it is too small.

The biggest challenges while applying for funding were named financial capacities of the institutions (37%) and language barriers (19 %). Financial capacities of the institutions were more challenging for Polish institutions (40 % of Polish institutions named this challenge) than Lithuanian (31 % of respondents). In addition to the ones already mentioned, there were posed other challenges covering variety of topics, including local socio-economic conditions, distance between the partner institutions of the project, or barriers related to the different legal systems in the two countries, etc.

The survey results were presented at the 2nd meeting of the Programming Task Force and will be used for the 3rd meeting that will be organized using the method of written procedure.
