NOTICE TO THE PUBLIC ON THE DECISION NOT TO CONDUCT A STRATEGIC ENVIRONMENTAL ASSESSMENT (SEA)

Currently, the Programme is being revised. The main priorities and goals of the revised Programme are:

  1. Promoting environmental wellbeing and strengthening crisis management: Specific Objective 1.1. SO 2.7. Enhancing protection and preservation of nature, biodiversity and green infrastructure, including in urban areas, and reducing all forms of pollution;
  2. Promoting physical, emotional and cultural wellbeing: Specific Objective 2.1 SO 4.5. Ensuring equal access to health care and fostering resilience of health systems, including primary care, and promoting the transition from institutional to family- and community-based care; Specific Objective 2.2 SO 4.6. Enhancing the role of culture and sustainable tourism in economic development, social inclusion and social innovation;
  3. Strengthening cooperation of local, regional and national stakeholders: Specific Objective 3.1 ISO 6.3. Build up mutual trust, in particular by encouraging people-to-people actions; Specific Objective 3.2 ISO 6.6. Other actions to support better cooperation governance; Specific Objective 3.3 ISO 7.1. A safer and more secure Europe;
  4. Improving connectivity: Specific Objective 4.1 SO 3.2. Developing and enhancing sustainable, climate resilient, intelligent and intermodal national, regional and local mobility, including improved access to TEN-T and cross-border mobility.

Information on conducted/not conducted SEA: SEA selection procedures are carried out for the targeted programme. The decision made by the organizer after considering the conclusions of the SEA subjects is not to carry out the SEA of the Programme.

Main reasons:

  1. The programme does not include large-scale infrastructure or other projects that may have an impact on the environment, road renovation/repair works will be carried out within the boundaries of existing road lanes.
  2. The objectives of the programme are directly aimed at the protection of nature, biodiversity and green infrastructure, reduction of water pollution, climate change risks, promotion of tourism in harmony with nature and culture, protection of cultural heritage objects, development of health care services, cooperation between regions and different social groups and will have significant positive consequences for social, natural and cultural environment.
