INTERREG VI-A LITHUANIA–POLAND PROGRAMME
is looking for a Communication and Project Manager (1 position)
The Public Establishment Project Management Agency of the Ministry of the Interior (hereinafter – the Agency) is looking for a Communication and Project Manager to work in the Joint Secretariat of the Interreg VI-A Lithuania–Poland Programme in Vilnius.
We are looking for a Communication and Project Manager who:
- has university or equivalent higher education in communication, public relations, public administration, business administration, law, economics or another relevant field;
• has a good command of written and spoken English (at least B2 according to Europass); and
• has a good command of Polish or Lithuanian (knowledge of both national languages would be considered an advantage);
• has at least 2 (two) years of experience in programme/project management and/or communication;
• has experience in planning and implementing communication activities (including digital communication and events);
• has good knowledge of Polish/Lithuanian and EU legislation related to the use of EU Structural Funds and cross-border cooperation programmes;
• has good knowledge of Polish/Lithuanian and EU legislation regulating public procurement procedures;
• is able to work independently and organise activities efficiently;
• can work in a team and in an international environment;
• can manage, collect, systemise and summarise information and draw conclusions.
Main responsibilities:
- Planning and implementing Programme communication activities;
• Ensuring visibility and publicity of the Programme in line with EU requirements;
• Preparing and publishing communication materials (website content, social media posts, press releases, newsletters, etc.);
• Managing and regularly updating Programme and Agency websites;
• Supporting project applicants and beneficiaries on communication-related matters;
• Providing consultations and information to applicants and project beneficiaries regarding project application, evaluation, contracting, implementation, reporting and communication requirements;
• Monitoring implementation of assigned projects;
• Assessing project applications from technical and quality perspectives in line with Programme documents and procedures;
• Reviewing project progress reports and payment requests submitted by project beneficiaries and verifying their compliance with subsidy contract conditions;
• Entering and updating information related to projects and Programme implementation in Programme databases;
• Collecting and systemising information on Programme and project implementation;
• Preparing reports and providing information related to Programme and project implementation to managing institutions, monitoring committees and other institutions involved in Programme implementation, as well as to the European Commission when required;
• Informing project beneficiaries about EU and Programme visibility and communication requirements and monitoring compliance with these requirements, including carrying out on-the-spot checks where necessary;
• Cooperating with Lithuanian and Polish institutions involved in Programme implementation, as well as with EU institutions and organisations implementing other EU cooperation programmes;
• Participating in Programme events, seminars, meetings and consultations with stakeholders;
• Carrying out other tasks related to Programme implementation assigned by the Head of the Interreg Programmes Unit or the Director of the Agency.

• Salary € 2625 – 2876 (gross). The salary coefficient (1.46–1.6) will depend on the experience and qualifications of the candidate;

Institutional name clarification
In accordance with the Order No 1V-510 of the Minister of the Interior of the Republic of Lithuania of 22 August 2024 “On the approval of the Articles of Association of the Public Establishment Project Management Agency of the Ministry of the Interior”, the Public Establishment Joint Technical Secretariat changed its name to the Public Establishment Project Management Agency of the Ministry of the Interior as of 30 August 2024.
In all documents, the name “Public Establishment Joint Technical Secretariat” corresponds to the institution name “Public Establishment Project Management Agency of the Ministry of the Interior.”
